When applying for planning permission in Wales for any development, the planning authority is obliged to consult with a number of interested parties. The consultation process with the Environment Agency Wales will determine if the proposed development is in an area that is considered to have a flood risk associated with it.

Development in flood risk areas will require the production of a Flood Consequence Assessment (FCA) report. It is highly likely that the Environment Agency will object to any planning application in flood risk areas until such time as they are satisfied that an acceptable Flood Consequence Assessment (FCA) report has been prepared and that flood risk can be managed to an acceptable level for the development.

Flood RiskFlood Consequence Assessment (FCA) reports are prepared in accordance with Technical Advice Note 15 (TAN15). This is a Welsh Government guidance document and its purpose is to avoid inappropriate development taking place within flood risk areas in Wales.

We are able to provide both initial assessments and full FCA reports with or without modelling (as required). A Flood Consequence Assessment report needs to examine the available data relating to flood issues at the proposed site, and consider the likely mechanisms of flooding, including allowances for climate change and increased storminess. The following list provides a basis for the information to be considered within an FCA assessment.

  • Relationship of site levels to potential flood levels and Ordnance Datum;
  • Historical data research on past flooding incidents;
  • Obtaining data from the EAW for river & tide level;
  • Calculating 1 in 100 for fluvial, 1 in 200 for tidal and 1 in 1000 year flood levels with allowances for climate change and increased storminess;
  • Modelling using ISIS, TUFLOW, InfoWorks RS or HECRAS as appropriate;
  • Reviewing existing flood defence measures;
  • Breach Analysis of existing defences;
  • Identifying emergency plans and warning systems;
  • Recommending development solutions.

The Flood Consequence Assessment report details what conditions should be imposed on the development to ensure the risk to people, property and the natural environment is eliminated, reduced or controlled to an acceptable level.
